What if?

Imagine, if you will, a country almost 250 years old that has somehow lost its way.

A country whose leadership used to make the needs of the general population its priority, who used the art of negotiation in a game of give and take to strategically lose some small ground in an effort to gain the larger, who saw their counterpart on the other side of the aisle as the adversary - not the sworn enemy.

What if there was a way to get back there without destroying the gains that were made in spite of the lack of cooperation?

Imagine this leadership divided into two groups, relatively equal in numbers, that represents the general population. Imagine that basically half the general population supports one group while the other half of the population supports the other group. These groups regularly meet independently to plan their goals for the general population then, on occasion, come together to decide which goals should be implemented. It is now rare that these combined sessions accomplish anything meaningful.

For the sake of this exercise, we can refer to one of the groups as The Blue Group and the other group as The Red Group.
